Clarifies that failure to register with the sheriff in a person's designated county of residence constitutes failure to register under sex offender statutes, making it a Class F felony.

Requires law enforcement officers (probation, parole, or other officers) who become aware of a sex offender registration violation to immediately arrest the person or seek an arrest order.

Establishes jurisdiction for prosecuting registration violations in the county where the person failed to register, requiring transfer to that county's sheriff if arrested elsewhere.

Effective upon becoming law, ratified June 18, 2013, and approved June 26, 2013.
