Transfers $3,000,000 from Forsyth Technical Community College's fiscal year 2005-2006 Center for Emerging Technologies construction funds to the North Carolina Community Colleges System Office for fiscal year 2013-2014.

Authorizes the Community Colleges System Office to allocate up to $300,000 annually from the transferred funds to Forsyth Technical Community College for operating costs and lease expenses.

Eligible programs for funding include biotechnology, nanotechnology, design, advanced information technology programs, Small Business Center, and Corporate and Industrial Training programs.

Continues annual allocations until all transferred funds are expended, with no additional state funds to be made available for these purposes.

Effective date is July 1, 2013.
