Reduces the cap on North Carolina Lottery operating expenses from 8% to 4% of total annual revenues.

Reduces the cap on lottery advertising expenses from 1% to 0.5% of total annual revenues.

Establishes a new requirement that at least 4% of total annual revenues be allocated for books, information technology, and school supplies distributed to local education agencies and charter schools based on average daily membership.

Redirects 50% of unclaimed prize money to fund the new books, information technology, and school supplies program instead of enhancing lottery prizes.

Effective date of July 1, 2013.
