Amends G.S. 14-190.9 to define "private parts" as external organs of sex and excretion, including the nipple or any portion of the areola of the human female breast.

Creates a Class H felony for persons at least 18 years old who willfully expose their private parts in public in the presence of a child under 16 years old for the purpose of arousing or gratifying sexual desire.

Maintains existing Class 2 misdemeanor penalty for general indecent exposure in public places, except in designated locations where same-sex exposure is incidental to permitted activities.

Clarifies that women may breastfeed in any public or private location where authorized, with full protection regardless of nipple or areola exposure during or incidental to nursing.

Preserves local government authority to regulate sexually oriented businesses and restrict or prohibit nude, seminude, or topless dancing consistent with constitutional free speech protections.
