Eliminates the $25,000 arbitration cap in district court civil actions, making arbitration applicable to all civil cases unless parties waive it.

Revises civil court filing fees and clarifies that complex business cases assigned to special superior court judges incur an additional $1,000 fee paid by the party filing the designation or plaintiff.

Requires counties and municipalities to pay all court costs and fees at the time of filing, with the clerk's discretion to allow payment within 45 days, and withholds facilities fees if payment is not made within 90 days.

Adds exemptions to motion filing fees for child support enforcement agencies and motions filed under G.S. 1C-1602 or 1C-1603.

Removes sunset provisions on register of deeds fee changes previously scheduled to expire July 1, 2013, making certain fee structures permanent.
