Elevates criminal penalty for misuse of the 911 system from Class 3 misdemeanor to Class 1 misdemeanor for all unauthorized access or attempts to access 911 for purposes other than emergency communications, effective December 1, 2013.

Removes the previous distinction that treated accessing 911 to avoid voice communication charges (exceeding $100) differently from other types of misuse.

Requires sheriff appointments to the 911 Board be made upon recommendation of the North Carolina Sheriffs' Association, Inc.

Requires police chief appointments to the 911 Board be made upon recommendation of the North Carolina Association of Chiefs of Police.

Requires fire chief appointments to the 911 Board be made upon recommendation of the North Carolina Firemen's Association and Rescue or Emergency Medical Services chief appointments upon recommendation of the North Carolina Association of Rescue and Emergency Medical Services.
