Amends G.S. 136-18 to authorize the Department of Transportation to enter into agreements with municipalities, counties, and other governmental entities for installing public safety technology in state highway rights-of-way.

Permits installation of law enforcement, fire suppression service, emergency medical response service, and related public safety technology within state highway system rights-of-way.

Allows the Department of Transportation to approve agreements between utilities and public entities for installing public safety technology within utility easements previously granted by the Department.

Becomes effective upon passage into law.
