Creates a 15-member Joint Legislative Study Commission on Prescription Drug Abuse by Students to study prescription drug abuse among high school and college students and make recommendations to curtail or reduce occurrences.

Commission composition includes six members appointed by the Speaker of the House (four House members, one psychiatrist, one drug abuse counselor), six members appointed by the President Pro Tempore of the Senate (four Senate members, one psychologist, one high school guidance counselor), and representatives from UNC, the Community College System, and the State Board of Education.

Authorizes the Commission to study the prevalence of prescription drug abuse by students, effects on students, effective reduction strategies, and other related matters.

Requires Commission members to receive per diem, subsistence, and travel allowances and allows the Commission to contract for professional and consultant services.

Commission shall submit a final report to the 2014 Regular Session of the General Assembly containing findings, recommendations, and legislative proposals, and shall terminate upon filing the report or convening of the 2014 Regular Session, whichever occurs first.
