Establishes seven uniform geographic administrative regions for North Carolina state agencies by dividing the state into regions comprised of specific county groupings, effective July 1, 2013.

Directs the Department of Transportation and Department of Environment and Natural Resources to jointly develop and implement a plan to align their regional offices with the uniform regions and establish shared one-stop services for citizens and businesses by July 1, 2013.

Requires the Department of Commerce to study and recommend how to align four regional economic development commissions and three regional economic development partnerships with the uniform regional divisions by September 1, 2013.

Creates the Study Commission on Regionalization Conformity with four Senate and four House members to review alignment recommendations and identify other state agencies with regional offices that should conform to the uniform divisions.

Commission shall report recommendations to the 2014 Regular Session, including proposed timelines, any necessary legislation, and identification of costs or savings resulting from regionalization efforts.
