• Removes references to the Division of Adult Correction from G.S. 143-134, making purchasing and contract requirements apply only to the Department of Transportation and Department of Public Safety.

• Eliminates the specific $25,000 bid value benchmark ceiling established in G.S. 143-53.1(a), replacing it with a directive that procedures promote procurement efficiency, transparency, and fair competition effective July 1, 2014.

• Establishes age requirements for State Trooper applicants (at least 21, not more than 39 years old) and mandatory retirement at age 62 for Highway Patrol enforcement personnel hired on or after July 1, 2013.

• Restructures supervisory authority over State Highway Patrol sworn members to include only the Governor, Secretary of Public Safety or Commissioner of the Law Enforcement Division, and uniformed Patrol members meeting employment requirements.

• Allows the Division of Adult Correction to use its Central Engineering Section for evaluating electrical equipment safety instead of requiring use of outside qualified testing laboratories.
