Directs the Joint Legislative Program Evaluation Oversight Committee to include a study in the 2013-2015 Work Plan for the Program Evaluation Division to evaluate state agency debt and debt-like arrangements outside General Assembly oversight.

Requires the study to identify types of debt and debt-like arrangements used by state agencies and institutions, survey the purposes and amounts of such indebtedness, and evaluate the use of these arrangements.

Mandates the Program Evaluation Division to recommend administrative procedures or legislative actions regarding state agency debt arrangements for consideration by agencies and the General Assembly.

Requires submission of findings and recommendations to the Joint Legislative Program Evaluation Oversight Committee and the House and Senate Finance Committees at a date to be determined by the oversight committee.

Effective upon enactment.
