• Maintains confidentiality of environmental investigations and complaints related to agricultural operations unless violations are determined; establishes formal complaint procedures with Department of Environment and Natural Resources.

• Rewrites landscape contractor licensing statutes, creating the North Carolina Landscape Contractors' Licensing Board with nine members; requires landscape contractors to be licensed, pass examination, maintain $10,000 surety bond, and complete seven continuing education units annually.

• Classifies trespassing on agricultural facilities as first degree trespass (Class A1 misdemeanor) effective December 1, 2014; requires written consent to operate all-terrain vehicles on private property.

• Allows pesticide use to control moles (except Star-Nosed Mole); authorizes Commissioner of Agriculture to appoint law enforcement officers; permits drainage districts to maintain ditches in buffer zones without state or local riparian buffer restrictions.

• Designates "Got to Be NC" as official state agricultural marketing campaign; clarifies "planting and harvesting season" means January 1 through December 31 for federal hours-of-service rules; exempts State Fair admission fees from rule-making requirements.
