Shortens the Department of Administration's investigation period for state property sales, leases, or rentals from an unspecified timeframe to 60 days after receiving an application from a state agency.

Requires the Department of Administration to complete its investigation and determine whether the transaction is in the state's best interest within the 60-day period.

Establishes a 30-day deadline for the Department to proceed with the sale, lease, or rental after making its determination that the transaction is in the state's best interest.

Maintains existing requirements that proposed transactions be submitted to the Governor and Council of State for approval or disapproval.

Effective October 1, 2013.
