Authorizes the State Board of Chiropractic Examiners to establish and enforce educational standards for chiropractic clinical assistants, effective July 1, 2014.

Defines chiropractic clinical assistants as nonlicensed employees who may collect health data, apply therapeutic procedures (thermal, sound, light, electrical modalities, and hydrotherapy), and monitor rehabilitative activities, but cannot perform adjustments, manual therapy, or other services requiring individual licensure.

Requires all chiropractic clinical assistants to obtain a certification of competency from the Board within 120 days of employment, exempting employees with only administrative duties.

Establishes certification requirements including minimum age of 18, high school diploma or equivalent, good moral character, and demonstrated proficiency in anatomy, chiropractic philosophy, therapeutic modalities, contraindications and emergency response, and jurisprudence/patient privacy.

Sets certification fee not to exceed $50.00, allows reciprocity for applicants certified in other states with substantially similar requirements, and permits the Board to adopt rules regarding education requirements, examinations, continuing education, and application processing.
