Rescinds all previous applications made by the North Carolina General Assembly to Congress requesting a constitutional convention under Article V of the U.S. Constitution, regardless of when made or whether they sought a limited or general convention.

Urges legislatures of all other states that have submitted applications for constitutional conventions to repeal and withdraw their applications.

Cites concerns from former Chief Justice Warren E. Burger and former Associate Justice Arthur J. Goldberg that a constitutional convention could propose sweeping, unlimited changes to the Constitution despite any state-imposed restrictions.

Directs the Secretary of State to send certified copies of the resolution to state secretaries of state, state legislative leaders, Congress, and the U.S. General Services Administration.

Effective upon ratification.
