Exempts the Department of Cultural Resources from Article 2A of Chapter 150B rule-making requirements when adopting, amending, or repealing admission and activity fees at state historic sites and museums.

Exempts the Tryon Palace Commission from Article 2A of Chapter 150B rule-making requirements when adopting, amending, or repealing admission and activity fees at Tryon Palace Historic Sites and Gardens.

Requires the Department of Cultural Resources to submit a report to the Joint Legislative Commission on Governmental Operations within 30 days of any fee change, detailing the amount and purpose of the change.

Requires the Tryon Palace Commission to submit a similar report to the Joint Legislative Commission on Governmental Operations within 30 days of any fee change, detailing the amount and purpose of the change.

Expands the definition of fees that may be charged to include "historic site and" facilities in addition to museums, and clarifies that admission fees support operation of both historic sites and museums.
