Creates a 10-member Study Committee (5 House members appointed by Speaker, 5 Senate members appointed by President Pro Tempore) to examine Metropolitan Planning Organizations and Rural Transportation Planning Organizations.

Committee shall study the organization, structure, and oversight of these planning organizations, their role in transportation planning, and potential revisions to better align structure with function while maintaining federal transportation compliance.

Committee members receive subsistence and travel expenses under G.S. 120-3.1, with professional staff support from Legislative Services Commission and clerical staff from the House of Representatives.

Committee authorized to contract for professional, clerical, or consultant services and may make interim reports to the 2013 Regular Session when it reconvenes in 2014.

Committee terminates upon filing final report or upon convening of 2015 Regular Session of the General Assembly, whichever occurs first; effective upon enactment.
