Authorizes the North Carolina Veterinary Medical Board to increase licensure and registration fees by no more than 15% annually, with cumulative increases capped at 100% of baseline amounts.

Sets specific fee amounts for various veterinary licenses and registrations, including inspection fees increased from $75 to $125 and professional corporation certificates at $150.

Eliminates the board's authority to charge fees for providing copies of Board publications, rosters, and other materials.

Restructures license reinstatement provisions to allow veterinary technicians with revoked licenses (for non-renewal) to reinstate within three years by paying accrued fees and providing proof of continuing education.

Requires persons whose licenses have been revoked for more than three years to reapply and meet current licensure requirements rather than seek reinstatement, effective October 1, 2014.
