Increases bonding requirement for grain dealer license applications from $10,000 to $100,000, effective October 1, 2013.

Adds four new grounds for license refusal, suspension, or revocation: acting as a grain dealer without a license, hiring individuals convicted of fraud or deceit related to grain transactions, violating any provision of the Grain Dealer Article, and failure to file or maintain required bond.

Clarifies existing grounds for license action to include failure to file the required bond or keep it in force as a separate, enumerated ground.

Maintains exemption from bonding requirements for "cash buyers" who provide written proof satisfactory to the Commissioner.
