Establishes the Youth Accountability Planning Task Force within the Division of Juvenile Justice of the Department of Public Safety, with 21 members including state agency heads, legislative representatives, and judicial officers.

Task Force shall study educational services delivery, vocational training adequacy, transitional housing for juveniles exiting youth development centers, the Tarheel Challenge program expansion, community college tuition waivers, and dispositional options for status offenders.

Task Force shall submit a final report to the General Assembly in 2014 and terminate upon filing its report, with the President Pro Tempore and Speaker of the House each designating a cochair.

Appropriates $650,000 for fiscal year 2013-2014 and $650,000 for fiscal year 2014-2015 to implement a pilot transitional housing program for juveniles exiting youth development centers, with collaboration between Juvenile Justice and Social Services divisions.

Division of Juvenile Justice shall provide staff, services, and meeting space to support the Task Force's work.
