Transfers authority for prescribing concealed handgun permit application and certificate forms from the Administrative Office of the Courts to the State Bureau of Investigation, effective when law becomes effective.

Requires sheriffs to send concealed handgun permit copies to the State Bureau of Investigation within five days of issuance, making permit information available statewide to law enforcement and court clerks.

Adds the State Bureau of Investigation to the list of agencies that must receive certified copies of expunction orders and expunge related records from their files, effective December 1, 2013.

Expands misdemeanor cases that may be waived to include open burning offenses under Article 78 of Chapter 106 of the General Statutes, effective July 1, 2013.

Modifies expunction petitions for juveniles and certain nonviolent offenders by clarifying timing requirements and good moral character standards, effective December 1, 2013 for most provisions.
