Amends G.S. 7A-455 to authorize judgment for attorneys' fees in partial indigency cases to be docketed upon expiration of probation, in addition to termination or revocation of probation.

Requires attorneys and public defenders to make reasonable efforts to obtain the social security number of defendants against whom judgments are entered, or provide certification that the number cannot be obtained.

Clarifies that judgments for legal services cannot be considered valid for payment from the Indigent Persons' Attorney Fee Fund unless they include either the defendant's social security number or appropriate certification.

Requires public defenders to petition the court for judgment entry at sentencing or conclusion of proceedings, and appellate defenders to petition upon completion of appeal.

Effective upon passage (ratified April 25, 2013; approved May 2, 2013).
