Repeals G.S. 143-135.9(a)(3) regarding government-vendor partnerships and cost-savings provisions.

Modifies state IT contract performance requirements to allow performance bonds, monetary penalties, or other performance assurance measures, and permits cost-savings from government-vendor partnerships to be used as performance incentives.

Removes reference to North Carolina Agency for Public Telecommunications from State CIO telecommunications coordination duties and removes "switched" language from broadband telecommunications service provisions.

Expands state IT security assessment authority to include evaluation of contracted vendors' compliance and establishes periodic compliance assessments with estimated implementation costs reported in the State Information Technology Plan.

Exempts standards adopted by the Office of Information Technology Services for information technology from the Administrative Procedure Act's rule-making requirements.
