Amends the definition of "retirement" in G.S. 135-1(20) to clarify that service as a member of a board of trustees of a community college does not count as employment service.

Expands the exclusion to include service as a member of a board of trustees of any constituent institution of The University of North Carolina.

Adds unpaid volunteer service as a guardian ad litem in the guardian ad litem program to the list of activities that do not constitute service for retirement purposes.

Allows retired members to participate in school boards, community college boards, university boards, and guardian ad litem programs without affecting their retirement status or triggering the six-month separation requirement.

Effective July 1, 2013.
