Amends North Carolina Constitution Section 22, Article IV to expand eligibility for district court judge positions beyond attorneys to include certain judicial and law enforcement officials.

Makes individuals eligible as district court judges if they have 10 or more years of service as a sheriff, clerk of superior court, or magistrate, or 25 or more years as a certified law enforcement officer in the state.

Requires submission of the constitutional amendment to voters in the November 2014 statewide election for approval.

Exempts persons already serving in these judicial or law enforcement positions on or before January 1, 1981 from the amendment's application.

Becomes effective upon certification by the State Board of Elections and Secretary of State following voter approval.
