Requires state entities offering flexible compensation plans (Section 125 plans) under the Internal Revenue Code to also offer TRICARE supplement coverage to eligible employees.

Applies the TRICARE supplement requirement to flexible compensation plans at public schools (local school administrative units), community colleges, University of North Carolina institutions, and state government departments and agencies.

Mandates state entities use competitive bidding to select third-party providers for TRICARE supplement options.

Requires the NC Flex plan administered by the Office of State Personnel to offer a TRICARE supplement by January 1, 2015.

Effective upon ratification (ratified July 10, 2013; approved July 18, 2013).
