Exempts justices, judges of the General Court of Justice, administrative law judges, and clerks of superior court with valid concealed handgun permits from the general prohibition against carrying concealed weapons in North Carolina.

Allows these officials to carry concealed handguns in areas otherwise prohibited under G.S. 14-415.11(c), except where federal law prohibits such carry.

Prohibits exempted individuals from carrying concealed weapons while consuming alcohol or unlawful controlled substances or while such substances remain in their body.

Expands G.S. 14-415.27 to include judges, administrative law judges, and clerks of superior court alongside existing exemptions for district attorneys, assistant district attorneys, and district attorney investigators.

Becomes effective December 1, 2013.
