Allows local boards of education in Randolph County Schools and Asheboro City Schools to schedule school opening and closing dates to align with community college opening and closing dates in their area.

Changes the minimum school opening date requirement from "the Monday closest to August 26" to "August 1" for these two school districts.

Requires first semester examinations to be completed before winter break.

Removes the previous waiver process through the State Board of Education that allowed early opening under "good cause" conditions (such as severe weather closures).

Applies to the 2013-2014 school year and beyond.
