Changes alcohol concentration restriction from 0.04 to 0.00 for drivers whose licenses are restored after revocation for impaired driving offenses under G.S. 20-17.8(b) and G.S. 20-19(c3).

Applies the 0.00 alcohol restriction to first-time DWI offenders and those with revoked licenses for substantially similar out-of-state impaired driving convictions.

Maintains existing 0.00 restrictions for repeat offenders, commercial vehicle drivers, drivers under 21, habitual impaired drivers, and those convicted of felony death by vehicle or manslaughter involving impaired driving.

Effective December 1, 2013, and applies to offenses committed on or after that date, with implementation occurring in two phases (until and after December 1, 2014).
