Allows the Division of Motor Vehicles to cancel a manufactured home title when the physical certificate is unavailable if the real property owner submits an affidavit and tax records showing the home is listed as real property.

Requires the affiant to submit proof of ownership of the real property where the home is affixed and describe any security interests in the home.

Mandates the person seeking cancellation notify the owner listed on the original certificate of title by hand delivery or first-class mail prior to filing the affidavit.

Requires the Division to return the affidavit with cancellation notation to the affiant or secured party, who must then file it with the county register of deeds.

Effective July 1, 2013 and allows the Division to charge $5.00 for title cancellations under this procedure.
