Amends G.S. 115C-84.2(d) to repeal restrictions on school opening and closing dates that previously limited opening dates to no earlier than the Monday closest to August 26 and closing dates to no later than the Friday closest to June 11.

Removes provisions allowing the State Board of Education to grant waivers for "good cause" to permit earlier opening dates (Monday closest to August 19) based on weather-related school closures.

Eliminates exceptions previously granted to modified calendar schools designated in the 2003-2004 school year.

Requires that students absent prior to September 1 due to family vacation receive an excused absence and be given opportunity to make up any missed tests or assignments.

Applies only to Caswell, Rockingham, and Stokes County Schools and becomes effective for the 2013-2014 school year.
