Allows Orange County and Chapel Hill-Carrboro City school administrative units to open schools as early as August 9 instead of the Monday closest to August 26

Removes the "good cause" waiver process that previously required the State Board of Education to approve early opening dates based on documented school closures due to weather or emergencies

Maintains the requirement that schools close no later than the Friday closest to June 11 and comply with minimum instructional days and time requirements

Applies only to Orange County and Chapel Hill-Carrboro City school systems beginning with the 2013-2014 school year

Does not affect schools operating under modified or year-round calendars that were designated as such in the 2003-2004 school year
