Establishes minimum fine of $500 for Class 1 misdemeanor violation of passing a stopped school bus, with minimum fine of $1,250 for Class I felony (striking a person) and $2,500 for Class H felony (striking resulting in death).

Requires driver's license revocation for one year on second misdemeanor violation within three years, two years for Class I felony conviction, three years for Class H felony conviction, and permanent revocation for second felony violation or third misdemeanor violation.

Disqualifies person from driving commercial motor vehicles for the period their driver's license remains revoked under the school bus violation statute.

Directs Division of Motor Vehicles to withhold vehicle registration renewal for persons failing to pay fines imposed under the school bus violation statute.

Encourages local school boards to use fine proceeds to purchase automated camera and video recording systems for school buses to detect and prosecute violators; becomes effective December 1, 2013.
