Establishes the Military Lands Protection Act of 2013 to regulate construction of tall buildings and structures (over 200 feet) in areas surrounding major military installations in North Carolina.

Prohibits construction of tall buildings or structures within 5 miles of specified military installations including Fort Bragg, Camp Lejeune, Cherry Point Air Station, Seymour Johnson Air Force Base, and others without Building Code Council endorsement.

Requires applicants to obtain Federal Aviation Administration clearance and notify affected military base commanders; Building Code Council has 90 days to review and must deny projects that would interfere with military operations, training, or air navigation.

Counties and cities cannot provide utility services (electricity, water, sewer, gas, telephone) to buildings constructed in violation of the act.

Provides maximum civil penalty of $5,000 per violation, with each day of continuing violation counted separately; law becomes effective October 1, 2013 for construction initiated on or after that date.
