Appropriates $2,500,000 in federal Temporary Assistance to Needy Families (TANF) Block Grant funds for fiscal year ending June 30, 2014 to the Department of Health and Human Services.

Directs funds to be awarded as grants to Boys and Girls Clubs programs statewide to improve youth motivation, performance, and self-esteem.

Requires funded programs to implement initiatives designed to reduce school dropout and teen pregnancy rates.

Encourages Department to promote collaborative applications between Boys and Girls Clubs and other youth support programs such as Support Our Students and Communities in Schools.

Becomes effective July 1, 2013.
