H435 - School Performance Grades Summary

• Repeals Section 7A.3(e) of S.L. 2012-142 and establishes new G.S. 115C-83.11 to define how the State Board of Education calculates school performance scores and letter grades (A-F).

• Elementary/middle schools (grades 3-8) performance scores based on proficiency percentages in reading, mathematics, science assessments, and end-of-course tests; high schools (grades 9-12) based on end-of-course test proficiency, higher mathematics completion, college readiness benchmarks, four-year graduation rates, and workplace readiness measures.

• Schools meeting growth targets per the Education Value-Added Assessment System (EVAAS) receive final letter grade increased by one grade; schools maintaining 80% proficiency composite for current and two prior years also receive one-grade increase.

• State Board must proportionally adjust performance score scale when schools lack certain required assessment measures and report annually to Joint Legislative Education Oversight Committee by January 15 on calculation adjustments and grade distributions.

• Effective for 2013-2014 school year with first annual report cards to be issued no earlier than August 1, 2014.
