Directs the Joint Legislative Elections Oversight Committee to study amending the North Carolina Constitution to allow the Governor and Lieutenant Governor to run as a team on the general election ballot.

Committee is authorized to examine the feasibility and implications of joint candidacy for these two offices.

Committee must report its findings and any recommended legislation to the 2014 Regular Session of the General Assembly.

Bill becomes effective upon passage.
