Authorizes the Division of Motor Vehicles to produce a special registration plate for the Morehead Planetarium and Science Center with a phrase and logo selected by the institution.

Charges an additional $30.00 fee for the Morehead Planetarium plate, subject to regular motor vehicle registration fees.

Distributes the $30.00 additional fee as follows: $10.00 to the Special Registration Plate Account, $20.00 to the Collegiate and Cultural Attraction Plate Account, and $0 to the Natural Heritage Trust Fund and Parks and Recreation Trust Fund.

Requires the Division to receive at least 300 applications before developing the Morehead Planetarium plate.

Transfers quarterly funds from the Collegiate and Cultural Attraction Plate Account derived from Morehead Planetarium plate sales to support the planetarium's mission of public education about scientific discovery.

Effective July 1, 2013.
