Caps county reimbursement rates for inmate medical services at the lesser of 70% of the provider's prevailing charge or two times the Medicaid rate for any given service.

Authorizes counties to audit providers to verify actual prevailing charges and ensure compliance with the reimbursement cap.

Allows counties to contract with providers at rates below the cap if documentable cost avoidance or continued access to care is demonstrated.

Permits counties to utilize Medicaid coverage for eligible prisoners through their medical care plans, provided the county reimburses the state for the state portion of Medicaid costs and related administrative expenses.

Becomes effective July 1, 2013.
