Requires each local school administrative unit to conduct full systemwide school safety and lockdown exercises at least every two years with local law enforcement, and each individual school to hold such exercises at least annually.

Mandates local school administrative units prepare schematic diagrams of school facilities and provide them along with keys to main entrances to local law enforcement agencies, with updates when substantial modifications are made; these diagrams are exempt from public records disclosure.

Requires each local school administrative unit to develop and operate an anonymous tip line in coordination with local law enforcement and social services to receive information on internal or external risks to school buildings and activities.

Incorporates school safety components into school improvement plans, with these safety portions kept confidential and deliberated in closed board sessions; requires schools to place crisis kits containing first-aid supplies and communications devices at appropriate locations.

Authorizes sheriffs and police chiefs to establish volunteer school safety resource officer programs staffed by former sworn law enforcement officers or military police with at least two years' experience, and provides liability protections for volunteers acting in good faith.
