Authorizes the State Board of Community Colleges to allow community colleges to contract with nonprofits to operate career prep adult high schools serving adults without high school diplomas.

Requires the State Board to adopt standards and guidelines covering student eligibility, curriculum, graduation requirements, and student support services for these schools.

Appropriates $4,000,000 for fiscal year 2014-2015 ($2,000,000 each to Forsyth Technical Community College and Central Piedmont Community College) with intent to appropriate the same amount for fiscal years 2015-2016 and 2016-2017 on a nonrecurring basis.

Exempts instruction at approved career prep adult high schools from generating regular budget FTE (full-time equivalent) funding so long as colleges receive direct appropriations for this purpose.

Requires Forsyth Technical and Central Piedmont Community Colleges to report to the Joint Legislative Education Oversight Committee by September 1, 2015, and September 1, 2016, on student academic performance, graduation rates, income changes, and job placements.
