Authorizes county boards of elections to remove deceased voters from registration records based on signed statements from near relatives or personal representatives of the deceased voter's estate.

Requires the Department of Health and Human Services to continue furnishing monthly lists of deceased residents to the State Board of Elections, which distributes county-specific information to local election boards for removal from voter rolls.

Directs county boards of elections to make removal forms available to near relatives, personal representatives, funeral directors, and funeral service licensees for reporting deceased voters.

Encourages funeral directors and funeral service licensees to provide deceased voter notification forms to family members at the time of funeral arrangements.

Becomes effective July 1, 2013.
