Establishes new monthly salary schedules for teachers effective 2013-2014 and 2014-2015 fiscal years, increasing all compensation levels with the stated intent of moving teacher salaries to the national average by 2019-2020.

Increases salaries for school-based administrators (principals and assistant principals) with new monthly schedules for both fiscal years, with classification based on number of teachers supervised.

Provides new salary ranges for central office administrators and superintendents, with 3% increases for permanent full-time central office personnel in both fiscal years.

Requires 3% annual salary increases for permanent full-time noncertified school employees for both 2013-2014 and 2014-2015 fiscal years, and similar increases for State agency teachers and administrators.

Appropriates $214,793,331 for fiscal year 2013-2014 and $436,030,461 for fiscal year 2014-2015 from the General Fund to implement these salary increases, effective July 1, 2013.
