Extends the timeframe for business entities to obtain a substitute qualifying agent from 30 days to 90 days when the original agent ceases duties, with Board discretion to extend an additional 30 days upon petition and hearing.

Allows the Board to charge late fees (up to $100) for business entities failing to obtain a substitute qualifying agent and for applicants failing to pay initial license fees and Fund contributions within 90 days.

Adds a 90-day extension option for license renewal when applicants provide medical documentation of physical disability or medical condition preventing completion of renewal requirements.

Clarifies fee provisions for firearm registration permit applications and establishes authority to charge late fees for licensees, trainees, and registrants who fail to meet statutory requirements.

Requires proprietary employers of armed guards to submit an application to the Board and renew their licenses every two years; effective July 1, 2013.
