Grants local school administrative units maximum flexibility in expenditure of State funds and elimination of most restrictions on transferring funds between budget categories.

Allows transfer of funds between classroom teachers and teacher assistants, and removes previous restrictions on transfers for special populations and vocational education (now requires only federal law compliance).

Eliminates maximum class size and teaching load requirements for grades 4-12, retaining them only for kindergarten through third grade with a maximum ratio plus three additional students per class.

Removes requirement to report daily teaching loads for grades 7-12 and eliminates the 150-student maximum daily teaching load for secondary teachers.

Effective July 1, 2013.
