Authorizes Vance and Warren Counties to approve leases for renewable energy facilities for terms up to 20 years without treating the lease as a sale of property.

Adds Vance and Warren Counties to the list of jurisdictions (which includes Catawba, Mecklenburg, Wake Counties and certain cities and towns) permitted to use this expedited leasing process for renewable energy facilities.

Removes the requirement for notice by publication when approving renewable energy facility leases in these jurisdictions.

Applies to leases entered into on or after the date the bill becomes law and is effective until June 30, 2015, after which Asheville, Carrboro, and Chapel Hill are removed from the list of eligible municipalities.
