H475 - Ferry Tolling Alternatives

• Removes mandatory ferry tolling requirement and eliminates the Board of Transportation's authority to establish tolls on all ferry routes except Ocracoke/Hatteras and Knotts Island ferries.

• Authorizes the Department of Transportation to generate revenue through concessions (food, drink, refreshments, personal items, Internet access, souvenirs), naming rights sales, and advertising on ferry vessels and facilities to support ferry system operations.

• Defines "ferry system" to include vessels, equipment, land-based facilities, and personnel required to operate established routes.

• Preserves the Department's authority to collect tolls according to the fare and rate structure in effect as of May 1, 2013.

• Effective upon enactment.
