Authorizes the Division of Motor Vehicles to produce a special registration plate for the Town of Matthews with a graphic selected by the town and approved by the Division.

Sets the additional fee for the Town of Matthews plate at $20.00, with $10 allocated to the Special Registration Plate Account and $10 to the Collegiate and Cultural Attraction Plate Account.

Requires a minimum of 300 applications before the Town of Matthews plate can be developed and issued.

Directs the Division to transfer quarterly to the Town of Matthews any money in the Collegiate and Cultural Attraction Plate Account derived from sales of the Town of Matthews plates.

Takes effect July 1, 2013.
