Repeals G.S. 88A-7 and consolidates fund management provisions into amended G.S. 88A-8.

Authorizes the Board of Electrolysis Examiners to directly hold and manage all fees and funds in a bank or financial institution with deposit insurance, with funds used to pay Board expenses.

Allows the Board to accept grants, contributions, devises, and gifts to be deposited in the same account as fee revenues and used to carry out the chapter's provisions.

Updates cross-references in G.S. 88A-9(a) to reflect that Board salaries and expenses shall be paid exclusively from fees and funds under G.S. 88A-8, with no charges against the State's General Fund.

Changes terminology in G.S. 88A-11.1(c) from "laser clinicians" to "laser hair practitioners."
