Raises the minimum age to operate a moped from 16 to 17 years old, and requires completion of the graduated drivers license process.

Requires mopeds to be registered with the Division of Motor Vehicles under the same fees and registration procedures as motorcycles, with manufacturer's certificate of origin and proof of highway design.

Prohibits passengers on mopeds and mandates mopeds carry financial responsibility insurance in compliance with Articles 9A and 13 of Chapter 20.

Exempts mopeds from safety and emissions inspections required for other motor vehicles.

Excludes mopeds from the Facility's jurisdiction for liability insurance cession under insurance law and requires separate insurance underwriting for moped coverage.
